Built a source RPM of the version. Basically took the Source RPM from Fedora 23 and changed it to use the quagga on Cumulus Network's github.

Initial tried to use the alien deb application. It didn't work. Was unable to install the generated RPM on a Centos 7 device. It had library dependency issues.

It builds Quagga the way Fedora wants, i.e bgp, ospf configs are in separate files. There is no watchquaga. bgpd and ospfd are started using systemctl calls. See the SPEC file for more details.
