Why to configure basic information globally?

What is the 3.2.1 equivalent to Cisco's global configuration?  i.e. switch(config)# ?

There isn't such a thing here AFAIK.

The closest might be the new NCLU ( https://docs.cumulusnetworks.com/display/DOCS/Network+Command+Line+Utility ) but even that doesn't cover every single thing that you can configure ...

It's a linux box, need to get used to that.
